ACTIVITES OF THE NATIONAL MEDICAL COORDINATION CENTER FOR 2007


The execution of the activities of the National Medical Coordination Center, was performed according to the “Statute-book of the organization and activities of NMCC”, the affirmed monthly and annual plans, preliminary developed operative plans for reaction in various disasters, accidents and catastrophes, and the present instructions by the Ministry of Public Health.

I. ACTIVITES OF THE NMCC IN CASES OF DISASTERS, ACCIDENTS AND CATASTROPHES

Between 01.01 and 31.12.2007 the NMCC has taken part in the coordination of maintaining the Public welfare in cases of disasters, accidents and catastrophes, as follows:


More specific cases of the activities of the operative workers on duty and their collaborations with the Ministry of Interior, “National System-112”, MES, MA, MHATEM”Pirgov” and their branch offices.

21.01.07 – A neglected newly-born child was accommodated in SBALAG”Maichin dom”
27.01.07 – Cooperation for the transportation of a woman, piled by avalanche in Bansko, to MHATEM “Pirogov”

01.02.07 – Cooperation for rendering medical assistance to 20 victims of the fire in “Zornitsa”, Bourgas

27.02.07 – Organizing, leading out and rendering assistance with the provision of blood and blood-substitute liquids for the victims of the explosion in steam boiler in “Bozhichen” village, Ruse district

05.03.07 – Cooperation with the CFMA-Blagoevgrad и CFMA-Sofia/Center of First Medical Aid-Sofia/ for organizing the transportation of the victims of the explosion in coal-mine “Oranovo”, Blagoevgrad district

28.03.07 – Organizing the transportation of a man in diabetic coma, from the 30th km in “Trakia” highway to MBAL”Seint Anne”

12.05.07 – Sending a crew to DFMA-Ihtiman for rendering assistance of the victims in a traffic accident on “Trakia” highway

22.07.07 – After a call to the emergency center 112, a woman in coma was transported from “Elin Pelin” railway station to MBAL”Seint Anne”

02.09.07 – after a SOS signal by the 112 call center operators, an organized transportation of a 6-year old child was conducted, who was in thermal-shock on the 46th km on “Hemus” highway to MBAL”Botevgrad”

28.09.07 – Because of a major breakdown of the “150” emergency call center in Varna, with the cooperation of all media, a new number was announced publicly, which could help people who are in situation of emergency in Varna and the Varna area. With our assistance the technical breakdown was eliminated together with the specialized crews of the BTC.

01.10.07 – Because of a major breakdown of the “150” emergency call center in Sofia city, all calls were diverted to “112” emergency call center of the NMCC, and transferred to the operative on duty of CFMA-Sofia /Center of First Medical Aid-Sofia/ 18.11.07 – Because of the dangerous situation (of flood by the “Iskur” river) in “Novi Iskur” Psychiatric Hospital, a special transportation plan was created for the accommodation and transfer of the hospitalized people, to Sofia city, with the cooperation of MMA

19.11.07 – Organizing the food, water, medical provisions of “Novi Iskur” Psychiatric Hospital. For the realization of the provisions were used the specialized vehicles of GDNS “GZ”-Civil protection.

20.12.07 – Consultation and specialized transportation of three burned victims by an explosion of a gas bottle in Lom to MHATEM”Pirogov”.


EPIDEMIC SITUATION

    1. The epidemic situation was closely examined on a daily basis in the whole country. NMCC receives daily the news bulletin НВМС and traces for a possible emergence of an influenza among the birds, which could turn out to be a real threat to the public health.
    2. “Communications and Informations” receives data, concerning the infectious morbidity among the population in the country. The data was processed and transformed into graphical charts in the manual of the Ministry of Public Health (MH).
    MAINTAINCE OF A 24-HOUR DAILY DUTY

    1. “Operatives on Duty” department through the coordination with the operatives on duty of MI, MES, MH,MD,MEW, etc., continuously examined the situation in the country and coordinated the medical assistance of the victims of various events, when needed.
    2. The department issues a detailed bulletin about the day and night activity of the center and sends it to the Ministry of Public Health.

II. PROGRAM 015/MH ACTIVITIES AND PARTICIPATION IN THE DEVELOPMENT OF NATIONAL AND INTERNATIONAL PROGRAMS AND PROJECTS IN THE SPHERE OF MEDICAL INSURANCE IN CRISIS SITUATIONS

1. Program 015/MH activities:
Specialized expert groups of the NMCC began the development of:
- Optimization-program of the health network, and the coordination of emergency and treatment of victims of disasters, accidents, catastrophes and terrorism;
- Coordination-program and administration of the medical assistance of the population by the NMCC in cases of epidemic outbreaks, caused by extremely dangerous infections and/or bio-terrorism;
- Organization-program for the education of experts in medical assistance in cases of disasters, accidents, catastrophes and terrorism;
- Program for cooperation of the NMCC with Ministries, administrations and non-government organizations for the engagement of Republic of Bulgaria into the information systems and Emergency center for transportation of hazardous cargo of the European Union.

2. Activities, regarding programs and projects of the EU
- Working crew, consisting of medical experts of the NMCC, developed and won a project “Improvement of the coordination of the medical assistance through application of the successful EU practices” based on the “Leonardo da Vinci - III” program – a sector program of the EU for activities in the sphere of the professional education within the frameworks of the Program for studying throughout the whole life-cycle of the ЕК, mobility criterion.
- Working crew, consisting of medical experts from the NMCC began the development of a project, named “Integration of new strategies for the medical assistance in cases of Disasters, Accidents, Catastrophes and Terrorism”.


III. PARTICIPATION IN INTERNATIONAL COURSES OF STUDY, TRAINING SESSIONS AND EDUCATION.
    1. The Director of the NMCC took part in the international study, named “Dunavski Strazh 2007”.
    2. The “Operations and analysis” department director took part in the a study, concerning the Influenza Pandemia /19-20.01.2007/. The training session was organized within the frameworks of the program “Improvement of the reaction, in times of Bird influenza in Bulgaria”, conducted by WHO, District office for Europe.
    3. The Director of the NMCC took part in the visit for exchange of experience in the sphere of emergency medical assistance in Republic of Italy, Milano city, “Niguarda ka Dranda” hospital /February, 2007/.
    4. An English language course was conducted with the human resource deparment of the NMCC /march-june 2007/.
    5. The “Operations and analysis” department director took part in an international study, named “FIRE” in Rousse /23-26.09.2007/.
    6. The NMCC prepared and conducted a National seminar with international participation in Velingrad, named “National System 112, role and place of the NMCC in the organization of the medical assistance in cases of extreme situations, crisis disasters etc. /28-30.09.07/.
    7. The NMCC director took part in a seminar for the education, in the sphere of medical assistance, with the cooperation of MES of the Russian Federaion with the participation of the countries from the Black Sea Economic Zone, conducted in the educational facility “Krasna Poljana”, Sochi /September 2007/.
    8. In September 2007, experts from the NMCC began the development of the documents and papers, concerning the “Struma 2008” training session, which was planned for May
    9. In October 2007, the NMCC was visited by Prof. Ivan Ivanovic Sahno, assistant director of the “All-Russian” medical center, dealing with the catastrophes – “Protection” of the Ministry of Public Health and Social Welfare of the Russian Federation. A contract was signed, during that visit, between the NMCC and the “All-Russian” medical center of the catastrophes “Protection”.
    10. The Assistant Director of the NMCC and the “Operations and analysis” department director took part in the seminar – “Communications and media relations in times of crisis and National Influenza Pandemia /Sofia, “Arena DI Serdika” hotel, 30.10-01.11.2007/.
    11. The NMCC Director and the “Operations and analysis” department director took part in the study, named “Тechnology Demonstration of Research Intrastructure for EMS and CAX.

    12. A training session was conducted with the personnel of the Education center with “Document processing” system, developed upon the software basis – Lotus Domino.
    13. Experts from the “Administration” department took part in seminars and symposiums, concerning the new information and communication technologies.

IV. ACTIVITIES FOR THE DEVELOPMENT OF THE NMCC COMMUNICATION-INFORMATION SYSTEMS
    1. Experts from the NMCC participated in designing of a route and establishment of an optical connection between the NMCC network and the Government Administration network.
    2. The NMCC built and installed a connection through the consigned by the MES terminal with the call center 112.
    3. Experts from the “Administration” department developed a plan for the creation of the Website of the Center. The site was developed, installed and accessible from the network of the NMCC.
    4. Experts from the “Administration” department took part in the development and introduction of the “Document-processing” system
    5. Experts from the “Administration” developed a plan for the improvement and extension of the communications infrastructure of the center
    6. Collaborators from the “Administration” department participated in a commission for analyzing and indication of the weaknesses, concerning the structural and technical peculiarities, proposing a new plan for their improvement.


V. OTHER ACTIVITIES
    1. Planned activities of the NMCC for 2008
    2. NMCC received on a daily basis, data from the RCZ for disclosures and vacant hospital accommodation fund. The data was processed and analyzed by experts from the “Administration” department, based on a monthly and three-month periods.
    3. The information infrastructure was maintained daily by the “Communication and Information” department. New technologies were examined and introduced when necessary for the improvement of the activities of the NMCC.
    4. The hospital database was updated, concerning the hazardous buildings, which are used by GIS. Took part in the affairs of the inter-department crew, for the development of NSE – 112.
    5. Experts from the NMCC prepared materials for the presentation of events, organized by the Ministry of Public Health and other departments.
    6. With MEW were defined more accurately all issues, regarding the involvement of NMCC as a user of the “National automatic system controlling the gamma radiation”.
    7. Experts from the NMCC repeatedly consulted representatives of НСС regarding various issues related to hazardous chemical substances , radioactive sources and commodities with a multiple usage.
    8. Experts from the NMCC took part in the affairs of the expert representatives working on the radioactive protection with NCS of MES and with the chairman of NRA /NEUCLEAR REGULATORY AGENCY/.
    9. In the building of the NMCC, an electrical board was installed RIT-1 for control of the gamma radiation in the area of NMCC.

VI. ADMINISTRATIVE-ECONOMIC MAINTANANCE
    1. Preparing the Draft Budget of NMCC for 2008
    2. Working on the removal of defects on the building, throughout the construction process
    3. Furnishing and equipping the building
    4. Maintenance and exploitation activities of the building equipment within the period , covered by the warranty
    5. Signing of contracts with license companies for the maintenance and exploitation of the systems and equipment:CMD & А/Control-Measurement Devices & Automatization/,OVI,SОТ, video-observation, fire-alarms, water-supply, electric supply, elevators.
    6. Preparation for proposal of waste equipment and depreciated furnishings
    7. Re-evaluation by LDMA/Long-Duration Material Activation/.
VII. FINANCIALSTATEMENTS

During the accounting cycle the following financial activities were prepared in accordance with the financial statements section, which belongs to the 2007 plan of NMCC.
    1. The annual accounting cycle report was prepared for 2006.
    2. References and analyses were presented to the Ministry of Public Health and the Chamber of Accounts for 2006
    3. Monthly accounting reports were presented for the execution of the budget of the NMCC for 2007.
    4. Preparation of three-month accounting operation ledgers and a balance sheet, which is upon request by the administration of BB/Budjet&Book-keeping/ of MH.
    5. Conclusion and analysis of the financial expenses for the preparation of the draft budget for 2008.

    8. Stock taking of inventory of Long & Short-Lasting Materials Laid in Stocks./
    9. Preparation of financial references for the monthly resources and their consumption
